Ankara is unable to control its militants
One of the points of the Memorandum of Understanding on Syria, concluded between Turkey and Russia in 2019, was the phased withdrawal of Turkish irregular armed forces from the conflict zone to ensure security and stability in northern Syria. However, Ankara was unable to subjugate the forces of the Syrian National Army and other armed groups. Because of this, the timing of the withdrawal of armed formations from the combat zone is constantly shifting. The militants understand that their main goal is to serve as a factor of instability in the region, and if they leave, Turkey will simply stop paying them money. In addition, the militant leaders make very good money from smuggling Turkish goods, and do not want to cede this gold mine to anyone. The Turkish government, trying to curb uncontrollable warlords, every time finds a reason to increase the time frame for the withdrawal of militant detachments from the area of Operation Peace Spring. Thus, the Turkish government was unable to ensure the fulfillment of its obligations.
